• Senate math and procedure: The upper chamber’s rules make the demand difficult to meet. Republicans hold a narrow majority, and without 60 votes the SAVE measure faces a filibuster unless rules are changed — a steep hurdle despite the president’s calls to scrap it.

Possible consequences are concrete. The hold on the president’s signature could stall bipartisan or urgent bills — including appropriations or emergency aid — and heighten clashes over agency funding like the Department of Homeland Security.
